In a medium-size bowl, add the 1/2 cup of milk and sprinkle the gelatin on top.
Pour the milk, heavy cream, vanilla extract, and sugar into a pot and bring to a boil mixing frequently. Remove from stove and set aside.
Add the milk chocolate chips and sifted cocoa powder into the milk mixture and mix until blended.
Combined the gelatin mixture with the chocolate mixture and mix until well combined.
Transfer the mixture through a sieve to remove any lumps.
Add sieved cocoa powder and dark chocolate then stir till dissolved.
Add softened gelatin mixture as you stir.
Fill 6 ramekins or small cups with the dark chocolate panna cotta and place them into the refrigerator to set for at least 2 hours.
Serve with whipped cream drizzled with chocolate glaze or dust with cocoa powder topped with fresh berries.
